IRS regulations require mandatory federal income tax withholding of 25% of the fair market value of the winnings (the car). This withholding must be paid by the winner directly to Georgetown University on behalf of the IRS prior to taking possession of
the car. Georgetown University will prepare a Form W-2G which
reflects the fair market value of the car and credits the winner
with the income tax withholding paid.
